A quorum was present and the meeting was called to order at 9:02 a.m. by Chairman John Pfeiffer who authorized Cynthia Taylor to vote. John Forbis moved, seconded by Dini Mallory to approve the minutes of September. Motion passed.

1. Communications: Reverend Jungkeit was invited to the meeting but did not attend.
        
2. Public Open Forum: no participation

3. Plaque Program Update: Martha Hansen
209 Mile Creek Road: Research is continuing on the Wait family.
60 Lyme Street: the new owners are interested in a plaque for their house.
5 Bailey Road: Alexandra Escher is interested in a historic plaque for her home, believed to have been built by Captain Cunningham ca 1820.
26 Sill Lane: Caroline Ronchini has requested historical information about her home. Martha Hansen will contact her.
10 Ferry Road: Douglas Lowell and Martha Hansen have been researching the house, believed to have been built around 1830.

4. 97 Lyme Street renovations: Todd Brink and Peter Springsteel presented a CofA application with plans for renovating the house. The existing siding will be removed to reveal the original clapboards, windows will be replaced, keeping the same two over two style as the originals, and the front door will be bumped out about 18 inches to improve the function of the entry way. New supports will be installed under the front porch and the decking will be replaced with fir. There is an enclosed mud room in the back which will be improved. The footprint of the house will remain the same. There were no objections from neighbors.
Motion: John Forbis made a motion, seconded by Dini Mallory, to approve the CofA application for one year. All present voted in favor, motion passed.

5. Secretary’s Report:  
The new Historic District Handbook is almost ready to print.
The Annual Town Report has been reviewed by John Pfeiffer and is ready to submit.
The annual CLG (Connecticut Local Government) Report is due this month. This report outlines the activities of the HDC over the past year and is filed with the Connecticut Commission on Culture and Tourism.

Active (Open) CofAs:
  • 55 Lyme Street, screening fence for propane tank and AC unit, September 2018.
  • 59 Lyme Street, LYSB new sign
  • 38 Lyme Street, renovations
6. Historic District Signs:  
There was a discussion about several new business signs that have appeared in the Historic District. These signs have been installed without approval from the HDC. It is not clear if the sign regulations are being ignored or if people are unaware of them. Martha Hansen will send a friendly letter with a copy of the Historic District Handbook informing the tenants of the process for sign approval. Keith Rosenfeld, ZEO, will be sent a copy of the letter.

7. Any Other New or Old Business:
John Forbis mentioned that NOAA will conduct a public meeting at Avery Point regarding a new National Estuary Preserve which may include the lower Connecticut River Valley. This could potentially bring a large amount of Federal money into the area. The CT Audubon Society and the Roger Tory Peterson Estuary Center will be represented.  

John Pfeiffer will attend a meeting on the Historic Resource Inventory survey this week. The survey will evaluate about 150 buildings within one mile of I-95. The town plans to apply for a grant to perform an archeological survey also.

There is no new information on the Halls Road improvement plan.

The HDC has openings for two members. If you are interested please contact the Selectman’s Office at town hall.

8. Adjournment:  Dini Mallory moved, seconded by Barbara Traskos, to adjourn the meeting at 9:41 am. Motion passed.
